05 Aralık 2017 Tarihli Resmi Gazete’de yayınlanan ve 4734 Sayılı Kamu İhale Kanunda yapılan değişiklikle firmaların ihalelere katılırken banka teminat mektubu yerine kefalet sigortası kapsamında düzenlenen kefalet senetlerini sunmalarına imkan tanınmış ve ihalelerde teminat mektubu olarak Türkiye’de yerleşik sigorta şirketleri tarafından kefalet sigortası kapsamında düzenlenen kefalet senetlerinin de verilebileceği düzenlenmiştir.

Firmalar açısından kredi limitlerinin daha da önem kazandığı bu günlerde Sigorta Şirketlerinin pazara sunduğu Kefalet Sigortası ve ona bağlı Kefalet Senetleri özel sektörün teminat ihtiyacının karşılanmasında yeni ve ek bir kapasite oluşturmuştur. Bu şekilde, bankalarca hali hazırda teminat ihtiyacı için kullandırılan kredi limitlerinin reel sektör tarafından başka alanlarda kullanımının önü açılmış ve teminat ihtiyaçlarının karşılanması için alternatif ürün sağlanmıştır
